Azerbaijan Government Scholarships 2025-26 for International Students:
Applications are invited to apply for the Azerbaijan Government Scholarships 2025-26 in Azerbaijan. All International Students from 152 countries of the world are eligible to apply for Azerbaijan Scholarships. The award is offered by the Ministry of Foreign Affairs, Azerbaijan. Azerbaijan Scholarship 2025 is available for All Students to undertake Bachelor’s Degree, Master’s Degree, PhD Degree, General Medicine/Residency Programs. This is the Fully Funded Scholarship for the academic session of 2025-2026. Also apply for Commonwealth Distance Learning Scholarship 2025-26 in UK (Fully Funded).
Almost all academic fields and majors are available in universities of Azerbaijan under this scholarship. 20 Universities are participating in this program.
The Scholarship in Azerbaijan was approved by the orders of the President of the Republic of Azerbaijan. The scholarship is available to the Citizens of OIC Countries & NAM Member Countries. Must check Shanghai Ocean University China Summer Internship 2025 (Fully Funded).

Financial Benefits:
Azerbaijan Government Scholarships 2025-26 is a Fully Funded Scholarship for International Students to pursue Undergraduate and Postgraduate Degree programs. It will cover the following expenses:
- Complete Tuition Fee
- Economy Class International Flight once in a Year.
- 800 AZN (470 USD) Monthly Stipend for Meals, Accommodation and Utility.
- Medical Insurance 200 AZN (117 USD).
- Visa and Registration costs.

Eligibility Criteria:
- All International Applicants are Eligible to Apply. Citizens of the Republic of Azerbaijan or individuals whose citizenship in the Republic of Azerbaijan have been terminated will not be considered for a Scholarship
- For Undergraduate and general medicine programs – Students must be younger than 35 years.
- For Masters and residency programs – citizens must be younger than 40 years of age.
- PhD Degree: the applicant must be younger than 45 years old.
Selection & Result
- Review of the Relevant Documents.
- Interviews Online (Skype/Interview).
- Results End of July 2025.
Documents Required:
- Completed nomination form (for the first stage of application process);
- Diplomas or Transcripts from prior High School or University studies
- Copy of Passport
- Document on general health status (including HIV/AIDS, Hepatitis B, and C tests)
- CV or Resume
- Motivation Letter
- Proof of English Proficiency (not mandatory: for programs in foreign languages: for undergraduate programs IELTS 5, TOEFL 40, for other programs IELTS 5.5, TOEFL 50).

How to apply for Azerbaijan Government Scholarships?
The Applicant must be officially Nominated by the Ministries, Embassies of Azerbaijan in Your Country. Submit your applications there. Directly Submitted applications will not be considered. Check the Official Advertisement. Link is given below:
- The applicants must submit the required documents to the relevant Embassy in your Country for the first stage of the application process. The last date of the submission is May 20, 2025 at 6 PM Baku time.
- If the candidates are officially nominated by the respective government authorities they will proceed to the second stage of the application process and apply through Study in Azerbaijan Centralized Admission Service (SIACAS) website (portal.edu.az) from June 16 to July 1, 2025. After logging in SIACAS website applicants must choose the relevant Admission channel (“Heydar Aliyev – International Education Grant” program) to apply.
- Candidates can choose 2 (two) degree programs at different higher educational institutions of the Republic of Azerbaijan in the appropriate channel.
- Applicants may track status of their applications and get notifications for the next stages from the SIACAS. At the same time, notifications will appear in applicant’s personal account.
- SIACAS website will remain accessible to registration of applications from June 16, 2025, starting at 12 AM, to July 1 at 6 PM Baku time.
- A candidate with multiple nationalities may submit only one application, and it must be for one of the eligible nations (Annex 2) listed in this Call for Applications (it must be submitted in accordance with the applicant’s nationality as nominated by the relevant state bodies).
- Only the applications that were nominated by their respective countries in the first stage will go through the evaluation process for the Scholarship program.
