The ASEF Diplomacy Training Programme (ASEFPDT) was established in 2013 to encourage and facilitate skill development for diplomats and civil society players. The initiative intends to strengthen public diplomacy efforts among Asia-Europe Meeting (ASEM) countries. ASEFPDT mixes participatory online learning with in-person encounters led by public diplomacy specialists and trainers. The modules are intended to keep learners up to date on current advancements in the area by including peer-to-peer learning, case study analysis, and strategic campaign creation. Since its start, ASEF has organized 12 tutored online courses and ten face-to-face partnerships in Asia and Europe, benefiting over 400 diplomats and public workers from 53 ASEM partners.
The 13th ASEF Diplomacy Training 2025 is a fully funded training program that includes a one-month online course and in-person training in Singapore from December 1-5, 2025. In addition, attendees will take a cultural trip to learn more about Singapore’s history and culture. There is no application fee, and all costs are reimbursed. The Singapore Ministry of Foreign Affairs is hosting ASEF’s 13th Public Diplomacy Training in 2025. The primary goal of this program is to increase knowledge of public diplomacy abilities, improve public perceptions of Asia and Europe, and promote diplomatic efforts between Asian and European governments. Program Structure:
- Online Course (15 September-20 October 2025): The online course’s primary goal is to improve participants’ skills in effective communication, teamwork, and message delivery in order to alter public opinion of Asia-Europe relations.
- Face-to-Face Training (December 1–5, 2025): This is hosted by Singapore’s Ministry of Foreign Affairs.
Objectives:
After finishing the online course, students are expected to:
- Improve their understanding of contemporary public diplomacy.
- Learn more about public perceptions of Asia and Europe, bi-regional dynamics and relations, and how these influence their work as diplomats and civil servants.
- Identify, map, and engage with key decision-makers, policymakers, and opinion-shapers (including state and non-state actors).
- Learn how to design, organize, and implement effective public diplomacy campaigns.
- Improve their interpersonal connections and networks within the ASEM membership.

Eligibility Criteria:
To be considered for the ASEF Public Diplomacy Training 2025 in Singapore, international students must meet the following eligibility criteria:
- Candidates from Asia and Europe are eligible to participate in the program.
- Diplomats in their early- or mid-career stages who are currently working in Asia or Europe-focused departments.
- Candidates who have an MA (or equivalent) or a BA degree and at least three years of diplomatic experience.
- Individuals whose current work is in the Asia-Europe context.
- Applicants must demonstrate fluency in English.
- A keen interest in public diplomacy, public affairs, or communications is required.
