Up to ten months of lectureship, post-doctoral research, or both at a U.S. college or university with one fully insured dependant are funded by a U.S. government program. The chosen individuals are supposed to educate American students, coworkers, and community organizations about Pakistani society and culture. Fulbright scholars are expected to contribute significantly to Pakistan’s growth upon their return and to share their experiences in the United States with Pakistani students, coworkers, and community organizations. Although the Foundation is not an agency of either country, it does get assistance and advice from the governments of Pakistan and the United States.

The governments of Pakistan and the United States founded the United States Educational Foundation in Pakistan in 1950. A binational committee made up of an equal number of Americans and Pakistanis oversees USEFP, with a Pakistani and an American serving as the chair each year. There are 49 “Fulbright Commissions” on the globe, including USEFP. Through educational and cultural exchange, USEFP has promoted mutual understanding between the people of Pakistan and the United States since the first group of Pakistani grantees visited America in 1951 and the first American grantees visited Pakistan in 1952.
